PLANET is based on the “Art’s Positive Dialectic,” itself an expression of the process of artistic creation.

Some 40,000 years ago, an artist exposed the philosophy of PLANET by blowing pigments on his (or her) hand posed on the wall of a cave where it is still visible, and asking the question to his (her) friends: “What is more important to make that imprint? The wall or the pigments?”


It was a prehistoric simplification of PLANET philosophy that can justly claim its anteriority over any political philosophy. Some 40,000 years later, we can use the same simplification to ask: “What is more important to make a drawing with a pencil on a piece of paper? The pencil or the paper?” The logical answer is, of course, that without both there is no drawing.


Transposing the question, we can ask, for example: “What is more important in industry? Capital or labor?” The logical answer is that without both there is no industry. But why is it that capital always imposed its laws upon labor?


“What is more important? The planet or its inhabitants? Consumption or resources?” And so on… The PLANET Program answers those questions with the unbeatable logic that made art survive the permanent disappearances of multiple civilizations. At a time when the survival of whole humanity is at stake, art comes out of its silence to ask the question: “Personal interest or general interest?” PLANET answers that question in its program.


PLANETISM 

“A planet for all and all for the planet”


So far, humanity has never been confronted with such a dramatic deterioration of its habitat and conditions of existence. At this point, everyone should become conscious of the danger it represents and get rid of all the old taboos, intolerances, prejudices, and clichés, in order to make the lethal process reversible, and to create a planet hospitable for all. The guiding principle of PLANET are:


1 – humanity united in a WORLD COMMUNITY. World government withers away. All nations preserve their ethnic personality and political independence. They agree to adopt voluntarily the articles of the PLANET Program, and act accordingly. Periodic reunions of nations allow review of what has been done, has to be done, and how. A council, whose members are chosen for two years among qualified representatives of all nations, will advise in case of emergencies.


2 – ARMY. A community does not need armies to solve problems among its members. Elimination of all armies, permanent cause of human disasters in war times or in peace times. Their budgets contribute to the implementation of the following points:


3 – OVER POPULATION. “Love is the coffee of the poor.” Immediate action – unfortunately with slow results – to improve the conditions of existence of the poor and teach them how to make love without making babies.


4 – ENVIRONMENT/ENERGY.  Ban on all destruction of the environment. Help to private production of energy (sun – water – wind) eliminating big corporations as sole distributors of energy. Progressive elimination of unnecessary use of energy and sources of pollution.


Progressive development of all ground public transportation reducing progressively the use of private automobiles and planes that are among the greatest polluters and users of energy to transport a small number of people.


5 – RESOURCES.  End of “unlimited growth of consumption.“ Establishment of a balance between needs and resources in cooperation with industry.


6 – INDUSTRY / BUSINESS. In industrial enterprises, workers have the power of participatory democracy. No added value on produced goods. Cooperation replaces competition.

Globalization. End of globalization. Multinational corporations or enterprises become again national. Renaissance of local economies to allow every country to be as self-sustaining as possible.

Money. * Cooperation replacing industrial competition ends the existence of financial markets.

* Creation of “Mondo,” world currency with invariable value.  

* The “World Bank” does not provide money but food calories and/or energy to nations in need.


7 – EDUCATION. For PLANET, democracy is not only a political concept. It is above all a moral concept. There is democracy only when all the individuals who constitute a given society are able to think without external restrictions, make conscious choices, assume responsibility for their ensuing consequences, and have the opportunity for fair representation whatever their opinions. Thus, society must offer the same educational opportunity to all its members at any level. A society, which is not based on that equality, will inevitably restrain freedom.


Free federal education for all at all levels. Exposure to living arts and practice of sports such as sailing, gliding, horse riding, etc.

    

8 – HEALTH CARE.  Universal.


9 – TAXES.  Progressive.


10 – POLITICS. Public political career of two terms or no more than six years, including Supreme Court.



PLANET AMERICA

The Supreme Court draws a new Constitution that:

  1. Thanks the Senate and the House of Representatives for past services before closing definitively their doors.

  2. Eliminates the position of President as being again a one-man show.


They are replaced by a Board of Ministers whose meetings are public and televised (with no editing), so that nobody can ignore what the government is doing. No secret files. No lobbying. The members of the Board are elected by their peers in their social activities defined in the following list.  They are elected for three years and cannot be elected more than twice. Instead of a government of politicians, the government is a government of specialists who are there to apply remedies to what goes wrong.


The Board delegates one or several of its members as representatives of the nation in official events. The board is composed of sixteen members (not in order):


3 Education  – 1 Health  – 1 Research  – 1 Finances  – 2 Resources  –  2 Energy / Environment  –  2  Industry / Medium and small enterprises  –  2  Judiciary / Public Life  –  1 Arts / Monuments  – 1 International Relations.

 

Using the “Method of Artistic Creation,” the members of the Board do not make decisions by voting but by arriving at a synthesis realizing unanimity. The Board acts as a business board.

1 – REFERENDUMS.  Periodic or exceptional referendums are conducted at national level to allow the citizens to comment about the actions of the Board.


There is an evident danger in Direct Democracy, danger already defined by Virgil (Aura Popularis, people’s favor) in the 1st Century B.C. as the eventual inconsistency of popular support. In other words, mass destructive movements could result from direct voting. However, we are not any more in Virgilian times.


Elected by a majority of educated people on a precise program, the same majority would not overturn that program in a movement of bad temper, eventually to “drop the prey for the shadow.”


Direct Democracy obliges the citizens to follow closely and participate actively in the life of the country and the world. Being at the same time its own representative and senator, the citizen takes direct responsibility for the future.


2 – JUDGES.   The results of the referendums are submitted to a group of four judges, elected among their peers. The judges synthesize the answers and report them to the Operational Board with their own comments and suggestions. The judges have only a consultative authority, but the Operational Board has the moral obligation to include the remarks in their operations. In case of total disagreement between the citizenry and the Board, the Supreme Court has the power to dissolve the Board and ask for new elections.


STATES

     States remain states. At the example of the National Board, they are governed by a State Board.
